Bart Proxies is a small US company (Bartproxies LLC, Illinois). It started around 2020 selling to sneaker resellers and now sells mostly to scrapers. Besides static ISP proxies, it sells rotating residential and mobile data, plus server hosting.
I bought 25 of its static ISP IPs on the "RCN Fresh" plan, $3 an IP a month, the same plan anyone can buy. Every one of them sits on RCN, a US cable provider, and looks up to the Washington DC area. The IPs are mine for the month, with unlimited bandwidth, HTTP or SOCKS5, and either a username and password or an IP whitelist.
Buying was quick. I paid and the IPs showed up in my dashboard straight away. You can pay by card or crypto, and there is a $5 trial. Sales are final once you have sent a single request, and card plans renew every month until you cancel.
Support runs through Discord, Telegram, email and dashboard tickets. On Trustpilot it rates 4.0 from 213 reviews, as of October 17, 2026.

We buy every plan ourselves at the listed price, with our own account. Providers don't pay us.
We bought 25 IPs like any customer would. Every day we load each site through every IP, and count a page as working only if the real page came back, not a block or a captcha. We check uptime every 5 minutes.
We also load every page from a normal home connection. If home was blocked too, that visit is left out of the proxy’s score.
An outage means two failed checks in a row while our direct connection works. IP changes compare the address a website sees from one day to the next.
Five sites count toward results, checked daily per IP. Availability every five minutes. Target is left out for now because it sometimes challenges a normal home connection too.
A page passes when its expected content loads. The window ends after the latest completed daily run. A nearby home captcha or block excludes the site for every provider that day. Home success verifies the day. Without a usable home check, results still count unless the site failed for almost every proxy and also failed on our direct connection. Site flags need persistent failures on home-verified days.
